Foster Care Trends and opportunities: Why the Sector is at a Crossroads – and What We Must Do Next

By Safaraz Ali M.B.E. | Responsible Individual & Managing Director | F5 Foster Care

There’s no denying it anymore – the foster care sector in the UK is at a decisive turning point. As someone who not only leads but also listens deeply within this space – to carers, social workers, inspectors, and above all, children – I see the writing on the wall every day.

At F5 Foster Care, we don’t operate from a distance. We stay close. We act fast. We remove the red tape. And we’ve built a reputation for being the agency that gets things done – even when others can’t or won’t.

But the bigger question remains:

Can the system as a whole keep up with what vulnerable children actually need – and what foster carers require to thrive?

The Numbers Behind the Fostercare  Crisis

Let’s ground this conversation in facts:

  • Over 83,000 children are now in care across England. That’s a record high – and the number continues to rise.
  • Yet the number of fostering households is in decline, with net losses year after year. For every new carer recruited, more than one leaves.
  • The average age of foster carers is now 54, and many are nearing retirement – a demographic time bomb.
  • 1 in 7 new foster placements now involves Unaccompanied Asylum-Seeking Children (UASC).
  • Demand for specialist placements – particularly therapeutic care and emergency fostering – has risen sharply, while availability has plummeted.

The Real Impact: Broken Matches, Disrupted Lives

The consequences are stark. When placements break down, children suffer. They are moved again, uprooted from schools, friendships, and therapeutic support. The revolving door is traumatic – and entirely preventable.

I’ve seen cases where a lack of cultural understanding, poor wraparound support, or bureaucratic delays have led to the breakdown of what could have been stable, loving placements.

This is not just about systems failing – it’s about leadership falling short.

Why F5 Foster Care Does Things Differently

As the Responsible Individual and Managing Director at F5 Foster Care, I made it our mission to challenge convention.

  • We’ve taken on multiple transfers from other agencies who couldn’t deliver on their promises.
  • We respond faster and operate with less friction – carers know they can reach decision-makers directly.
  • Our approach is bespoke, not blanket – every carer is treated as a partner, every placement as a priority.
  • We focus on the outcome for the child, not occupancy targets or paperwork processes.

And it works. We’ve doubled our carer base in 6 months. We’ve increased placement stability. And most importantly, we’ve restored trust where others lost it.

What Must Happen Next – Across the Fostering Sector

  1. Wraparound Support Must Be the Norm – It’s no longer enough to “place and hope.” Carers need practical, emotional, and 24/7 support – not generic handbooks.
  2. Transfer Protocols Should Be Empowered, Not Penalised – When carers choose to move to agencies that serve them better, it should be seen as a sign of maturity, not betrayal.
  3. Diversity and Cultural Competency Must Be Frontline Priorities – With a rising number of UASC and global majority children entering care, matching is about more than availability – it’s about belonging.
  4. Smaller, Focused Agencies Must Be Recognised – The era of mega-agencies has failed many. We need relational, not transactional fostering organisations.

Final Thought: The Crossroads We Face

Foster care isn’t broken beyond repair – but it is fragmented, fatigued, and far too slow to adapt.

We owe our children more. We owe our carers better.

F5 Foster Care is already doing this differently. But we’re not just here to compete – we’re here to set a new standard.

And if you’re a carer who’s felt unsupported, or a commissioner who wants better outcomes, my message is simple:
